Have you ever had a user who was not trying to avoid a punishment, such as ban evasion, but continued to join your community with different usernames? Would this bother you as an administrator? Would this bother you if you were a member of a community and discovered you've been talking to 2-3 accounts, but they were all the same person?
Why do you think users create different accounts, especially if they are not in any kind of trouble?
How would you handle this if this was occurring on your community?
Beyond people using this as their remedy for to fix losing access to their account, I can't say I have seen it much. Granted, I also don't really look for it if there is no problem coming from the accounts.

I have a second account on my board so I can lurk, but as for having someone use multiple accounts I haven't had that issue. Nor do I really look for them.

I never had anyone make multiple accounts on my own forums. I however, made multiple accounts on the first forum I ever joined because I kept forgetting my password, and instead of just resetting my password for my first account, I made multiple accounts. :V To be fair, I couldn't gain access to the email that I used to sign up for my first account, so I had to make a new account once I started being active again on the forum. I don't think members should have multiple accounts, unless it's a roleplaying forum. It's okay for staff to have a secondary account to check and make sure features work.

One my one board, we don't allow multiple accounts. We will ask them which one they want to keep, and then merge the two accounts together. In the end, it's basically a username change.
