Ok, so I went with A because if you really want to dive deep into this. Most popular forums have a subscription fee, in the renewal aspect. You get up-to-date software that is full of features. With cloud based hosting, you do get a cost effective option. You aren't shelling out hundreds of dollars out to self-host.

On the other hand you have the open source aspect, you can customize how you want but at a cost. If you aren't a coder and there is not a big fan-base or a large enough modification community that can get you the mods you want then you are left with a bland community that dose not have any member incentive. I have used free forum software before phpBB, Ikonboard, Invision board, I don't mind using these at all but I will stick with my choice I would rather use a community driven forum software over an open source that doesn't have a modding community
 
I'll go for A because if the software is more popular there will be more developers making add-ons and themes.

The MyBB and phpBB developer's are dropping like flies and moving onto developing for paid software.
 
Still can be shocked that free forums still offer long-term support and plugins for it ;) I mean there are around and some do pay offerings for them :)

IPB and XF are the most used paid software but I have seen myself in the last two years how many fewer developers are around and fewer addons to get your hands on. It's twists and turns mostly with most things ;)
 
If I were crazy enough to get into this particular endeavour again, I'd likely go with a paid platform one way or another. Unless my needs were that out there that, actually, just building it myself is the correct approach, has happened before.
 
I would opt for a free and open-source forum software with basic features, to begin with. This option allows for cost savings as there is no monthly subscription fee. Although it may lack some advanced features, it can still serve the basic needs of a forum and can always be customized or upgraded later if necessary.
