When I say have-it-all right away I am talking about forums which just got open and they have all plugins set, VIP section, prices, many themes to chose from, etc. However, is that a smart call? If you bring everything to the table, user don't have anything new to see and forum may become boring. It may also be overwhelming for members because they are on the new territory and they have to absorb all of that like a sponge.
Will that make your forum better than other if the members think "Oh, this forum is new but he has even more things than the one I am on"?

A bunch of empty pidgeon holes makes me want to leave right away. I think it's better to either use a fluid view at first, or simply have less forums, and as the community grows you can add more forums and move older topics that might belong in the newly created forum.

Add ons, themes, applications don't make a community. However, that being said, it does enhance the overall vibe of the community/forum. I would suggest keep it simple and add along the way but still offer something worthwhile to begin with. A forum using no add ons, default themes, very basic setup is a red flag for me. You need at least some branding to start with.
